SB 2145 (D. Jacobs, D-E. Moline) - will reduce environmental regulations for dumps accepting exclusively general construction or demolition debris. Current law only makes such a provision for dumps in Cook County.
SB 2275 (G. Shadid, D-Pekin) - will reduce regulation of broken concrete debris disposal, if the debris is buried under soil (sufficient to support vegetation), a road, or a structure.
SB 2289 (Walsh, D-Elwood) - will provide that nothing in the Professional Engineering Act can be used to prevent PEs (or licensed engineering firms) from taking work from competitors, or to prevent anybody from exercising their rights under Federal labor law (such as unionizing).
SB 2435 (J. Jones, R-Mount Vernon) - will require that PEs, employees, and other project representatives clearly identify themselves and their vehicles, when on the jobsite. Failure to do so is a violation of the Professional Engineering Act.
SB 2645 (Halvorson, D-Crete) - will extend “Good Samaritan” provisions to PEs, SEs, architects, and civil engineers responding to catastrophes, by barring negligence liability for their actions. Will only incur liability for “willful and wanton misconduct”.
SB 2648 (22 Republican Senators) - will remove trailer taxes imposed by 2003 session of General Assembly.
SB 2739 (Viverito, D-Burbank) - will extend DBE/WBE preferences in State contracts, to businesses owned by veterans (VBEs). Also will set a goal of 3% of State contracts, to be awarded to VBEs.
SB 2805 (Haine, D-Alton) - will allow labor picketers to use public rights-of-way, and erect temporary signs, shelters, and vehicles on the right-of-way. Also will bar local ordinances on pickets that are inconsistent with (this) Labor Dispute Act.
SB 2842 (Schoenberg, D-Evanston) - will require Tollway Authority (ISTHA) to submit 20-year strategic financial plan to General Assembly. Also will require Governor to appoint Inspector General, with advice and consent of Senate, to root out Tollway mismanagement, corruption, and fraud. Will give Tollway power to contract with other entities (public or private) to electronically collect tolls, fees, or revenues for them. Will require General Assembly oversight of excess Tollway expenditures. Will allow use of photographs to catch toll cheats, and impose ethical rules on Tollway employees.
SB 2874 (Halvorson, D-Crete) - will expand reach of Prevailing Wage Act, to workers that are being paid a set amount for truck expense and take-home pay. The workers will have to be paid the prevailing wage for operating the equipment in question.
SB 2875 (Halvorson, D-Crete) - will expand reach of Prevailing Wage Act, to workers that are transporting materials to and from the jobsite.
SB 2876 (Halvorson, D-Crete) - will expand reach of Prevailing Wage Act, to workers at a facility dedicated exclusively to servicing the public contract, and to workers that are performing work specifically designed for installation on a public works project (think fabrication yards). Also incorporates SB 2874 and 2875.
SB 2916 (Sullivan, D-Quincy) - will set forth situations requiring a State EPA construction permit.
SB 2959 (Radogno, R-LaGrange) - shell bill, creating Will County Regional Airport Act.
SB 2961 (E. Jones, D - Chicago) - will extend State DBE Act from 9/6/04 to 9/6/08.
SB 2962 (E. Jones, D - Chicago) - will extend State WBE Act from 9/1/04 to 9/1/08.
SB 3056 (Rutherford, R - Pontiac) - will require licensing of crane operators and apprentice crane operators, by Department of Professional Regulation.
SB 3085 (Schoenberg, D - Evanston) - elaboration on SB 2842, above, pertaining to Tollway Authority.
SB 3098 (D. Jacobs, D - E. Moline) - will allow for registration of retired architects as emeritus architects. Also will eliminate grandfathered exemptions from certain licensing requirements.
SB 3101 (Schoenberg, D - Evanston) - will allow a “reverse auction” period after opening of competitive sealed bids, to permit responsive bidders to lower their bids.
