“What's Down There?” (Coping With Utility Conflicts)
Seven Ways to Stay Out of (Underground) Trouble Down There
(after 7/1/02)
1. Call before you dig.

2. Mark each dig site in white (paint, flags, and/or stakes).
3. Document, document, document.
JULIE Dig number?
Who came out (and when)? No-shows?
(If no shows) How much $$$ are you losing?
Are they freshening up (their marks)?
Dated tape recordings, photographs and video may save you.
4. Do you need a utility depth in a specific location?
On IDOT jobs, IDOT has the right to demand vertical depths (48 hr notice).
Have your RE/RT call IDOT Utility Section to request depth locate.
5. Did the utilities fail to mark? Do you see signs of (utility) life (marks, downfeeds, personal knowledge, etc.) in spite of the JULIE locates?
Call JULIE for an ADDITIONAL locate (give them the JULIE dig #).
It's an ADDITIONAL locate, NOT an emergency locate.
An “emergency” locate can cost $2500 - an additional locate won't.
Call for the additional locate, and wait two hours (required by ILCC).
Report the no-show to the Commerce Commission, IRTBA, and IDOT.
A thought: check the site the afternoon before you start.
6. If something happens:
A. Call BOTH the utility and JULIE.
B. Fill out the attached forms:
INCIDENT FORM: If the locator did not show up in 48 hours.
Excavator Form: If you hit something.
C. Take pictures and video. Note incriminating evidence such as
- shallow depth (under 30” deep may violate IDOT permits);
- location of marks (more then 1.5 feet away from the utility).
D. Notify your insurance carrier immediately.
E. Avoid talking to utility company investigators (unless your carrier OKs).
7. If you are having problems, let IDOT and IRTBA know.
