The $1 billion O'Hare Terminal 6 design-build project.

The Ill Road Builders Assn (IRBA) held a member meeting in May, 2001, for a presentation on the $1 billion design-build effort starting up at O'Hare, to be undertaken by multinational construction power Bechtel. Bechtel will lead a joint venture called "T-6", including UBM, d'Escoto, and Cotter on the A/E side, and Riteway, II in One, and Delgado on the construction side. Design-build is a relatively new form of contracting, featuring one entity to handle the project from conceptual design, through completion of construction. This is the first attempt by the City at design-build, and, by far, their biggest. This also appears to be Bechtel's debut in the Chicago area. In attendance were representatives from the City of Chicago (Paul Speales, Dept of Aviation), Bechtel (Frank Turpin, Jerry Bell, and Steve Cowen), and Cotter Consulting (Anne Cotter). Mr. Turpin was billed as the "point person" for the effort. Some observations made at the meeting:
- the City went with design-build because they liked the idea of only having to deal with one entity (leaving the parties to work out their differences among themselves). The immediate need for gate capacity was also a factor pointing toward design-build.
- the City's criteria for selecting the design-builder were design-build experience, airport experience, large-project experience, project management capabilities, and DBE/WBE/EEO compliance. Price was not the main criterion. The City was assisted in selection by United and American Airlines, Turner Construction, and the Design-Build Institute of America, a trade group.
- the initial or preliminary design will take 1 1/2 years to do. The next step will be development of a subcontracting plan. DBEs and WBEs are anticipated to get up to 30% of the work.
- T-6 is planning to set up a Website to advertise project opportunities.
